It's all simple. If you're a new member you get 100$ for the start. If your character is a Kage of a village then he/she gets 1000$, but remember, if you're the Kage you will have to spend money not only on yourself but on the ninjas of your village too, like buying new equipment, training, paying for utilities in your village, like light and water (always wondered if they actually pay hmmmm...) and stuff like that.
